IRCC will modernize the International Student Program

Immigration, Refugees and Citizenship Canada (IRCC) will modernize its International Student Program by implementing a Trusted Institution Framework by 2024. This framework will create a two-tiered structure with post-secondary institutions being assessed against criteria to show that they are reliable partners. 


Institutions that meet the requirements will receive benefits such as expedited application processing. DLIs must provide additional data to the government, including:


  • retention rates, 

  • on-time program completion rates, 

  • revenues from international tuition, 

  • institutional spending on international student support services, 

  • housing availability, and 

  • teacher-student ratios. 


The government will establish the initial Trusted Institution destinations in the spring of 2024 and may consider caps on the number of international students due to rapid growth in application volumes.


If Trusted Institutions meet specific criteria, the IRCC has proposed that they may benefit from streamlined and accelerated processing for their applicants. The entire implications of this designation, however, have yet to be completely clarified.


Currently, any Canadian institution that accepts international students must be designated as a Designated Learning Institution (DLI) and approved by their respective provincial or territorial government, and international students must have an acceptance letter from a DLI in order to apply for a Canadian study permit.


The Trusted Institution architecture will be supported by two types of data. Some data, such as study permit approval rates, country of origin, and post-graduation student outcomes, such as transfers to post-graduate employment permits or other IRCC programs, will be drawn from IRCC records as well as other Government of Canada sources. DLIs will also be required to participate in a novel reporting effort, which involves submitting additional information to IRCC.

The latest Ontario OINP Draw invited 1,654 candidates in the job offer Stream On January 19, 2024, the Government of Ontario held the latest Ontario-OINP draw in the Employer Job Offer: Foreign Worker Stream (EJO FW) Stream of the Ontario Immigrant Nominee Program (OINP).  The province issued 1,654 invitations to apply (ITAs) in the General draw of the EJO FW stream. All invitees have their profiles created in the Express Entry system between January 19, 2023, and January 19, 2024. The minimum score for this draw was 50. In total, Ontario invited 6,641 candidates through the OINP streams in 2024. The January 9 targeted profiles for the previous OINP Foreign Worker stream had job offers in any of the 63 skilled trade occupations, 41 healthcare occupations, or 15 tech occupations. After receiving the invitation, candidates must submit their completed application within 14 calendar days.
