Canada’s Housing Minister and former Immigration Minister, Sean Fraser, hinted that the federal government may consider changes to the country’s high immigration levels. Fraser emphasized the need to align immigration policies with the absorptive capacity of communities, including housing, healthcare, and infrastructure. 


He also suggested that the government should collaborate with other levels of government and institutions to consider immigration targets carefully. Fraser specifically mentioned the need to review the temporary immigration programs to ensure that they operate sustainably and not in an "uncapped way" based solely on demand.


However, before making any changes, Fraser stated that the federal government would need to consult with other levels of government, as deciding which institutions accept international students is a matter for provincial governments, as well as institutions that have "a duty to play a part in housing the people who come here."


He also emphasized that discussions about addressing the country's housing crisis should not be limited to immigration.


"It's critical that when we look at solutions to our housing challenges, we also consider what we can do to increase supply," the minister said.


"I believe it is critical to remember that immigration remains one of Canada's most powerful competitive advantages in the global economy."

Canada is currently aiming to accept nearly 460,000 new immigrants each year under its Immigration Levels Plan, the highest level in its history.

The immigration goals of Canada are to boost the economy, reunite families, and assist refugees. 

In 2022, IRCC will welcome almost 437,000 immigrants to Canada. Canada's newcomer target for 2023 is 465,000 new permanent residents (PRs). Canada plans to admit an additional 485,000 immigrants by 2024. Another 500,000 new permanent residents are expected by 2025. IRCC will continue to hold virtual citizenship ceremonies According to the Government of Canada’s response to the petition on citizenship ceremonies, Immigration, Refugees and Citizenship Canada (IRCC) is considering an online tool for self- administered Oath of Citizenship . The analysis is underway, considering client experience, process integrity, and preserving the importance of citizenship ceremonies.  Video ceremonies introduced in 2020 due to COVID-19 have helped reduce processing times and increased monthly oath-taking.
