Canada announced a new Humanitarian PR pathway for immigrants from the Americas

On October 10, 2023, Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), announced a new humanitarian permanent residence pathway for individuals from the Americas. Canada will welcome 15,000 migrants and provide regular migration pathways to people in the Americas, offering economic opportunities as an alternative to irregular migration. 


As part of this commitment, Canada will welcome up to 11,000 Colombians, Haitians, and Venezuelans through the new pathway. This fall, foreign nationals from these countries located in Central or South America or the Caribbean with extended family connections in Canada will be able to apply for this new pathway.


“This year, we are welcoming an additional 4,000 temporary foreign workers from the region, many of whom have already arrived in Canada. We are on track to attain this target based on current trends. In addition, we are collaborating with regional non-governmental organizations to capitalize on the new Economic Mobility Pathways Pilot, which assists skilled refugees and other displaced persons in immigrating to Canada.” Said Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC).

“We are actively engaging with the UNHCR and the International Organization for Migration (IOM) to better understand the regional context and humanitarian needs related to migration in the Americas. We also assist the work of the region's safe mobility offices, whose goal is to evaluate individuals for humanitarian and other regular pathways. 


"We are increasing our support for regional capacity-building efforts by investing $75 million over six years in projects across Latin America and the Caribbean." These projects aim to improve asylum capability as well as the integration of migrants and refugees into local communities and labor markets. The funding will assist countries, including those where refugees and migrants are arriving, transiting, or being hosted, in addressing the difficulties of irregular migration while also improving the quality of life for migrants and refugees.“ Said Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC).



New Humanitarian PR pathway 


Ottawa has announced that "beginning this fall," a "new humanitarian permanent residence pathway" will be opened for 11,000 Colombians, Haitians, and Venezuelans. To be eligible, the major applicant must be a Canadian citizen or permanent resident's kid (regardless of age), grandchild, spouse, common-law partner, parent, grandparent, or sibling.


"Successful applicants will be given enhanced pre-arrival services, such as an employment skills assessment and referral to a settlement provider organization in their intended community." More details will be given closer to the new pathway's launch.

Refugee resettlement and economic immigration are combined under the Economic Mobility Pathways Pilot (EMPP). It's a path that
