Ottawa held the largest healthcare-targeted Express Entry draw of 2023

On October 26, 2023, Immigration, Refugees and Citizenship Canada (IRCC) held a new occupation-specific Express Entry draw and issued 3,600 Invitations to Apply (ITA) to candidates working in healthcare occupations. 


In round #271, the cut-off score was 431 points, 32 points fewer than in the previous healthcare-targeted Express Entry draw. 

The tie-breaking rule for this round was May 24, 2023, at 19:47:51 UTC. 

As of October 23, 2023, there were 214,873 profiles registered in the Express Entry pool.

  • 31102 – General practitioners and family physicians

  • 42203 – Instructors of persons with disabilities

  • 31204 – Kinesiologists and other professional occupations in therapy and assessment

  • 32101 – Licensed practical nurses

  • 32201 – Massage therapists

  • 33101 – Medical laboratory assistants and related technical occupations

  • 32120 – Medical laboratory technologists

  • 32121 – Medical radiation technologists

  • 32122 – Medical sonographers

  • 33102 – Nurse aides, orderlies, and patient service associates

  • 31302 – Nurse practitioners

  • 31300 – Nursing co-ordinators and supervisors

  • 31203 – Occupational therapists

  • 31111 – Optometrists

  • 33109 – Other assisting occupations in support of health services

  • 32209 – Other practitioners of natural healing

About Category-based Draws of the Express Entry  


It indicates that Comprehensive Ranking System (CRS) requirements for category-based draws are fewer than those for all-program draws. This pattern is supported by the recent hiring of healthcare professionals. On May 31, 2023, the Government of Canada launched a category-based selection for Express Entry, allowing IRCC to invite prospective permanent residents with specific skills, training, or language ability.  This year, invitations will focus on candidates with strong French language proficiency or experience in: 

  • healthcare, 

  • STEM professions, 

  • trades, 

  • transport, 

  • agriculture, and 

  • agri-food.

The British Columbia PNP invited up to 198 tech professionals and skilled candidates

The British Columbia PNP invited up to 198 tech professionals and skilled candidates On January 16, 2024, the Government of British Columbia held new invitation draws under the British Columbia Provincial Nominee Program (BCPNP) and issued invitations to apply to qualified candidates in tech, healthcare, childcare, construction, and veterinary care occupations.  In the tech draw, the province invited 91 candidates. OINP held two draws under the Employer Job Offer: Foreign Worker Stream On January 9, 2024, the Government of Ontario held two draws in the Employer Job Offer: Foreign Worker Stream ( EJO FW ) Stream of the Ontario Immigrant Nominee Program (OINP).  The province issued 821 targeted invitations to apply (ITAs) to tech and healthcare occupations and 630 ITAs for skilled trades workers. The minimum scores for these draws were 40 and 33, respectively.  All invitees have profiles created between January 9, 2023, and January 9, 2024. So far, the province invited 1,451 candidates under the OINP in 2024.
